This is not just another grift, but yet another channel for money laundering and bribery. Theres a very good reason why this grift is based on the fact that no one would pay $99 for a JPEG... it's to maximize bribery revenue with lower transaction volume. Just like his casinos. The point was never for his casinos to make money, their purpose was too launder money for himself and others. He never intended for his casinos to last, it was better that they go 'bankrupt' and be forgotten by Authorities. He knows what he's doing, and how pathetic the $99 JPEGs are, which is why he's happy to do it out in the open, and he knows no one will ever investigate it, or audit the who the money comes from. Wouldn't be surprised if this is the channel he's getting paid for the top secret docs he's sold.
